Govt says to rid interest groups

HANOI – The Government is determined to do away with interest groups that influence the process of drafting policies for their benefits rather than those of people and enterprises in general, Prime Minister Nguyen Xuan Phuc has stressed.

Phuc told a Government meeting on law making in Hanoi on June 23 that building institutions is crucial as there should be detailed documents guiding the implementation of laws which have gone into force or will take effect next month, particularly the investment and enterprise laws.

The key point is to find solutions to prop up production, ensure favorable conditions for people and enterprises to do business, and create a new driving force for the country’s growth.

Phuc undercrossed the urgency to mitigate adverse impacts of the market economy on society by adopting new policies and institutions. Therefore, he told ministries and agencies to stop the bad practice of copying some contents in old legal documents and paste them onto new ones.

Regarding decrees detailing business conditions specified in the two aforementioned laws, Minister and Chairman of the Government Office Mai Tien Dung said ministries and agencies had sent the Government 49 out of 50 draft guidance decrees for consideration.

Dung said before issuing the decree on business conditions, the drafting committee needs to closely coordinate with the ministries of justice and planning-investment and the Government Office to refer to constructive comments from the business community to adjust conditions that affect the rights and obligations of people and enterprises, eliminate those hindering business operations, and make conditions transparent and easy to interpret and execute.

Vu Tien Loc, president of the Vietnam Chamber of Commerce and Industry (VCCI), told the Daily that the VCCI will hold a dialogue with the Ministry of Industry and Trade and the business community to discuss troublesome business conditions and regulations, including those on management of gas, auto import and formaldehyde.

Representatives of the National Assembly are expected to attend the dialogue, Loc said.

An expert who is involved in reviewing such decrees said many unnecessary business conditions would be lifted.

On Wednesday, the Government Office worked with 17 ministries and agencies, the VCCI and the Central Institute for Economic Management (CIEM) to review and remove unnecessary business conditions.

The decrees will be made known late this month.
