Deo Ca Group proposes North-South Expressway expansion under PPP.

HCMC – Deo Ca Group has proposed expanding several sections of the eastern North-South Expressway under a public-private partnership (PPP), committing to mobilize funds from domestic sources without relying on the state budget.

 The group has submitted a proposal to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha for approval to study the expansion of sections of the expressway, according to the Vietnam News Agency.

The company sought Government approval to coordinate with the Ministry of Construction in mobilizing domestic capital without relying on the state budget, and recouping investment through toll collection.

To accelerate progress and improve investment efficiency, Deo Ca proposed special mechanisms for compensation, resettlement, waste disposal, material sourcing, investor selection, and forest land use conversion.

If approved, Deo Ca will complete procedures to begin construction in time to mark the 79th anniversary of the National Resistance Day (December 19) and the 14th National Party Congress.

 
 

Earlier, on May 14, Deputy PM Tran Hong Ha instructed the Ministry of Construction to study a plan to expand the expressway. The ministry was tasked with finalizing project documents for submission to the National Assembly, aiming to start work on several components by December 2025.

According to Deo Ca, expanding five toll-free sections of the North-South Expressway currently in operation, namely Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chau, Vinh Hao-Phan Thiet, and Phan Thiet-Dau Giay, under the PPP model could save the state budget over VND37 trillion.

 For the entire 1,100-kilometer expressway, potential savings could reach VND152 trillion.
